Federal Programs

The purpose of Federal Programs is to support the improvement of basic programs operated by the Brazosport ISD schools. Supplemental funding is provided for resources to help low-achieving students from high poverty schools. Funding is to ensure all students have  a fair and equal opportunity to obtain a high-quality education.

American Rescue Plan Act of 2021

Public Hearing Notice regarding the 6-month review of the Return to In-Person and Continuity of Services Plan and the Use of Funds Plan.

Brazosport ISD has applied for and received the American Rescue Plan (ESSER III) grant in the amount of $21,152,516.

The grant period runs from March 13, 2020 until September 30, 2023, with the option to use the Tidings Act to carryover unused funds to September 30, 2024; Districts are required to follow all federal, state and local regulations and requirements for federal grant administration and fiscal spending of funds. As part of those requirements, a 6 month review of the Return to In-Person and Continuity of Services Plan and the Use of Funds Plan is conducted and stakeholder feedback is obtained regarding these plans.

A Public Hearing will be held at 6pm on Monday, July 17, 2023 at 6 pm at the Brazosport ISD Administration Building, 301 W. Brazoswood Drive, Clute Texas 77531.

Brazosport ISD Request for Public Comment on Federal Grant Applications: 2023-2024

In accordance with federal regulations, an entity planning to submit a federal grant application must afford a reasonable opportunity for public comment on the application that is submitted to the Texas Education Agency for approval. The following are the federal grants Brazosport ISD will submit for approval for the 2023-2024 school year. Brazosport ISD welcomes comments or questions concerning any of the grants listed below. Please submit any comments or questions via the google form.

Title I, Part A provides supplemental resources to help schools with high concentrations of students from low-income families acquire the knowledge and skills in the state content standards and to meet the state student performance standards. (Amount $2,575,428)

Title II, Part A is to increase student achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals in schools. (Amount  $411,401)

Title III, Part A ELA is to develop programs for limited English proficient students to attain English proficiency, develop high levels of academic attainment, and meet the state content standards and student achievement standards. (Amount $145,223)

Title IV, Part A is to improve students’ academic achievement by providing all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology. (Amount $204,675)

Carl D. Perkins (PERKINS V)  is to strengthen career and technical education and develop more fully the academic knowledge, technical and employability skills of secondary education students who enroll in CTE programs and programs of study. (Amount $122,641)

IDEA B, Formula provides supplemental resources to help ensure eligible students (ages 3-21) with disabilities are provided with a free appropriate public education as required by federal statute. (Amount $2,639,201)

IDEA B, Preschool provides supplemental resources to help ensure eligible students (ages 3-5) with disabilities are provided with a free appropriate public education as required by federal statute. (Amount $74,242)

Title I, Part A is designed to improve the overall educational program of an eligible campus and to ensure students have the opportunity to meet challenging state assessments.

Title II, Part A is to increase student achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals in schools.

Title III, Part A is to develop programs for limited English proficient students to attain English proficiency, develop high levels of academic attainment, and meet the state content standards and student achievement standards.

Title IV, Part A is to improve students’ academic achievement by providing all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology.

Perkins V (CTE) grant funds are designed to align CTE Programs with high wage, in-demand, and high skill occupations in Texas and to provide funding and opportunities for students to earn industry-based certifications, associate and bachelor degrees.

Special Education, IDEA Part B Formula  provides supplemental resources to help ensure eligible students (ages 3-21) with disabilities are provided with a free appropriate public education as required by federal statute.

Special Education, IDEA Part B PreSchool  Preschool provides supplemental resources to help ensure eligible students (ages 3-5) with disabilities are provided with a free appropriate public education as required by federal statute.

The Brazosport Independent School District has received the 1/3 remaining allotment for ESSER III in the amount of $7,055,393 which is an increase of $6,831.00. Grant funding will support district efforts in addressing student learning loss due to COVID-19 and the safe re-opening of the district in August.   Funding will also support other areas related to COVID-19, including retaining employees, operational needs due to COVID-19 issues, and additional teacher support.

General Specifics on the grant include:A time frame for the grant:

  • The grant period runs  from March 13, 2020 until September 30, 2023, with the option to use the Tidings Act to carryover unused funds to September 30, 2024;
  • Districts are required to follow all federal, state and local regulations and requirements for federal grant administration and fiscal spending of funds;
  • District entitlement for the grant for the 3 year period is $21,152,516.

Funding will also support other areas related to COVID-19, including retaining employees, operational needs due to COVID-19 issues, and additional teacher support.

General Specifics on the grant include: A time frame for the grant:

  • The grant period runs from March 13, 2020 until September 30, 2023, with the option to use the Tidings Act to carryover unused funds to September 30, 2024;
  • Districts are required to follow all federal, state and local regulations and requirements for federal grant administration and fiscal spending of funds;
  • District entitlement for the grant for the 3 year period is $9,415,415.
